So you create a product key: as listed in the Oracle*Terminal manual, the function code for KEY-1 is 10023.

Then create a device key, called F1 with whatever sequence F1 produces.

Finally map the product key KEY-1 to the device key F1.

It sounds as though you've already solved steps 2 & 3.
