You can also use Visual Basic 3.0 + ODBC. This has the advantage of costing less than a third as much as either SQL*Windows or Power builder, and will create nice .EXE files. You still need to pay for the ODBC drivers on a per seat or per site basis from Oracle or a third party (eg Q+E). You have to write more code in VB, but its not at all difficult to do.
