I'm pretty new to the Oracle world, but it seems to me that SQL*Net connect times would be dependent on all sorts of variables such as network traffic, network configuration and hardware configuration as well as network protocol. The variation in (subjective) connect times for some TCP/IP sites which have responded to this thread so far would tend to support this view.
