On DEC VAX/VMS Oracle supports the following TCP/IP's:

Wollongong WIN/TCP (5.1 or later)
FUSION TCP/IP (V3.4 or later
MultiNet TCP/IP (V2.1 of later)
TCPware from VMS (v2.2 of later)
Digital's TCP/IP Services for VMS (Formally known as UCX)

I've had good success with Wollongong and Multinet with both PC and Mac clients.
