This is asked frequently enough, maybe a list should be included in the FAQ. I suggest the following:

for those starting out:

_ORACLE7 The Complete Reference_ by George Koch, Osborne McGraw Hill

This is primarily a broad overview of SQL, SQL*Plus, and a chapter on V7 with a good alphabetical reference of SQL, SQL*Plus and SQLPLUS commands...I use it primarily for the reference section

for those who know ORACLE but are unsure about client/server:

_Client/Server Computing with ORACLE_ by Joe Salemi

This is a crash course in what client/server technology is to include DBMS architectures, platforms, and communications issues. The book then describes V6 and V7, and provides a comprehensive list of application development tools and front-end products. But it will NOT provide in-depth technical info... I used it to bring myself up to speed on the client/server terms, and the different front-end options available.

for the DBAs out there:

_ORACLE Performance Tuning_ by Peter Corrigan and Mark Gurry

This is an excellent guide for tuning; the book is divided into tuning by different roles: analysts, programmers, managers, dbas and includes forms and PL/SQL. VERY technical and detailed....

For the UNIX users out there:

_UNIX Database Management Systems_ by Ulka Rodgers

This is an excellent guide for users that are going to be using ORACLE, Informix, Ingres, or Sybase on an UNIX system. You will learn how UNIX cares and feeds for these RDBMSs.

Also, Graham Seibert has a good book for managers new to ORACLE, but I have mislaid my copy and cannot find it...I believe its called "ORACLE for Managers" or something like that...I believe the publisher is McGraw Hill

Hope this helps.
