ORACLE DDL locking through a DOS client

We're looking for a way to cancel attempts to lock a row when another user already has a lock on the row. Due to using DOS os and TCP/IP network protocol, when we attempt to lock the row and the mesage "Attempting to reserve record....press ^C to cancel" appears, the Cntrl-C does not cancel and we cannot do anything. We have been told the only way to get out of this before the other user releases the lock is to reboot. Any ideas for workarounds on this would be greatly appreciated!
