Have you tried RTSS (Real Time Support System). If you call Oracle Support at 415-506-1500 and follow the voice mail stuff, they can register you. You can use it to register TARS and other stuff. I haven't found it any faster than a phone call (despite having to listen to canned music for 5 minutes).
