Oracle and Configuration Management

The Oracle-intensive environment is not too supportive of concepts like version control, software configuration management and control, support of development/test/production environments, and the like. After 5 years of working with Oracle from V6 through now Oracle7, my site still struggles with these issues of coordination of test/development and production systems and keeping software versions straight and preventing programmers from "walking over" each others' changes.

Has anyone out there come up with good solutions to these issues in an Oracle-intensive world? If so, please share them.
