Remote access/security to Oracle7 ?

If I do a:
create user foo identified externally;
...does this mean a user can access an Oracle database given their role using an rhost login from a UNIX system or a DECnet proxy to VMS ? What does Oracle7 use for a transport between remote nodes, i.e. TCP/IP, etal. ?
