Does SQL*Net work with any WinSock implementation?

Windows Sockets ought to be a standard interface, that is, any implementation of Windows Sockets should do. So, does Oracle require some PC/TCP proprietary feature or would any Windows Sockets implementation (such as Peter Tattam's) do?
