Seeking example Pro*C code to implement a queueing system in oracle

It's a bit optimistic but ....
Does anyone have any example code (pro*c) to handle a queue (for processing batch jobs) as an Oracle Table.
I suppose there will be many people a wonderin' "Why on earth would you want to do this?"
Briefly - To allow a pc-based oracle client program to query the progress of batch queries submitted to the client.
I realise this is a bit of a wolly brief ... so if anyone has anything that appoximately fits the bill i'd be keen to have a look.
