I have a similar problem on VMS 5.5-2
$ casedict x/y

CASE*Dictionary (TM): Release 5.0.22.6.2 - Production on Mon Jul 19 09:32:29 199 3

ORA-01017: (Cnct err, can't get err txt. See Servr Msgs & Codes Manual)

CASE*Dictionary location(9500)

After 3 days Oracle told me this was a known bug # 147950 with Oracle 7.0.12.
