You are right. That is a real problem with 4GLs. But SQL*FORMS stores its code in the RDBMS -and- in a human readable form (i think it's called <application-name>.inp). You can even use this to recreate your application if it is lost in the RDBMS tables or the binary save-file. But Oracle warns you to modify it by hand an read it in again.
