Public Domain Oracle Tools Question

From experimenting with writing Oracle software to perform macro processing and "Data Browser" type query processing, I was wondering if anyone has written or knows of some public domain tools that can do these functions? Obviously, the best thing to do would be to purchase Data Browser and perhaps a few third party tools, but that is not an available option, at this time. The specific need I see at my site and at previous sites using Oracle is that programmers spend an incredible amount of time making trivial, but time consuming changes to SQL*Forms & SQL*Plus scripts everytime a user needs information a slightly different way. One of the deficiencies (in my opinion) of SQL*Plus and Forms is the difficulty of passing parameters that contain strings of more than one word. One way around this is to program in C or another 3GL language, using an Oracle precompiler. PL/SQL should make some of these kinds of problems easier to solve, but we are just starting preparations in converting our 2.3 Forms to 3.0. I am working on programming a SQL*Forms/Rexx application that will allow users a "Data Browser"/ Report Generator type of capability, for an application, but eventually want to design and program a general purpose tool.
