What does this mean ? Oracle supports multi user access on plenty of "PC" platforms. OS/2 and Novell are two of them.

Oracle makes a server for OS/2 and for Netware 3.x. Supposedly this can also run on Netware 4.0.
I've installed Oracle on both systems (Netware and Sun/OS). The Unix flavor was a bit harder to install and we are using it as both the data and applications server (i.e. the tools and forms both run off of the Unix box with access via "dumb" vt220 terminals).
The Novell Netware version was a snap to install and can be accessed from DOS, MS Windows and OS/2 clients with relative ease. The operation here is "client/server" in that the tools and forms run on the local PCs while data is administered from a central server.
For total performance, I would suspect the Unix box (A Sun SparcServer) would blow away the Novell server. It really depends on your application and the load you plan to put on the system.

Oracle has versions of SQL*Net for SPX/IPX from DOS, Windows and OS/2, TCP/IP from DOS, Windows, OS/2, Unix and others.

For the Novell network, all of the above are possible including token ring.
For a Unix based setup, you might be able to do other configurations but I'm sure TCP/IP over ethernet is the overwhelming choice.

Number of users depends on the licence you buy. I've been running 20+ users on the Unix box with no problems at all and up to 10 users on the Netware network with very few performance problems.
It's well known that Oracle supports a vast array of hardware platforms. I doubt there is a configuration you would require that Oracle does *not* support with some acceptable level of performance.
