The previous connects work find becase they have finished there business with orasrv. They have independent connections and no longer have a need for the listener.  

Oracle support has described to me a situation where the listener goes off into the ozone waiting for an ack from a client that has died. He will speed all of looking for a connect that will never come.  

If this is your problem ps will show that orasrv is racking up cpu time. The fix (sloppy patch) from this problem is to invoke the timeout option when you start orasrv this will limit the time he looks for a client before he aborts. Ours is set to 5 second.
