how to improve tablespace reads efficiency?

Hi netters,
In Oracle Magazine (summer 1992) Kevin M.Loney indroduces in article
'Lies,Damned Lies, and Hit Ratio' a measure for tablespace reads efficiency,
defined as PhyRds/PhyBlkRds.
I put it in my daily statistics and got the following results:
tablespace read eff. ---------- --------- system 25-36% rollback 100% user indexes 100% user tables 33-69%
The questions are:
- why has the tablespace system an efficiency so low?
- how is it possible to achieve a higher efficiency?
