SOUNDEX - languages and theory?

SOUNDEX returns a string which represents the sound of the word alowing one to compare words that are spelled differently, but sound alike. Example:
SELECT NAME
FROM TABLE
WHERE SOUNDEX( NAME ) =
SOUNDEX( 'PHILIP' )
Do you know are there any other languages supported in addition
to English? Do you know any references on work with
similar content (i.e. phonetic comparison)?
