Use INCREMENTAL exports and imports. This might be a BIG headache. Use Oracle V7. Whoops, they might not have all the same data. Or be connected in real-time all the time.

Label each record with its source (US Created, EU Created, plus a date/timestamp for last modified) and exchange only those records which are new or have changed.
