Oracle/Ingres both together?

I am posting this on behalf of a colleague.
Background/Problem Statement:
This is for the U.S. Coast Guard who, like any other government agency, are subject to some convoluted procurement procedures. The current status is that Oracle may become the DBMS standard for the U.S. Coast Guard and Hewlett-Packard may become the standard hardware.
Division X is developing a Air-Logistics system using Ingres 6.4 on DEC RISC 5000s model 200 (front-ends) and DEC RISC 5000 model 240 (back-end). All are running Ultrix. This has already been in development for several years.
Division Y is thinking of developing a system for non-air logistics on HP 9000s (for both front-ends and back-end) running HP-UX. They are looking at developing this system in Oracle.
These systems are identical in some functions, similar in others and still completely different in others.
The Division X's specifications can, with a relatively small effort, be modified to meet Division Y's needs.
The powers that be are considering several options:
- Take the Ingres system and modify it to the new specification for Division Y. They will require sole-source justification to purchase Ingres.
- Develop the new system from the updated specifications using Oracle. There currently exists a procurement vehicle to purchase an unlimited number of copies of Oracle relatively easily.
- Creating some type of hybrid, using both Ingres and Oracle products.
Question:
Can Ingres client applications access an Oracle database server?
If so, what kind of support is required (products/effort)?
Can Oracle client applications access an Ingres database server?
