This should be in the FAQ if it isn't already. Run the PUPBUILD.SQL or PUPBLD.SQL scripts to build the product_user_profile table in the system account of the instance that generates the error message.

For more information, look up product_user_profile in the RDBMS or SQL*Plus manuals.
