"Cannot read text form Oracle" from casexxx

Our dba is trying to setup up a casegen (or is it casedev) tool to run from a PC running X. The Case "window" comes up, but it displays "Cannot read text from Oracle" on the screen a couple of times and the boxes that look like they should be buttons have this string in them as well.
Oracle Canada Tech support has had this one for several days now and, so far, has not been unable to figure it out.
