Line drawing chars on ibm3151

I have a customer who has put an oracle product on his RS/6000. He is using ibm3151 terminals, and they are not showing the line-drawing characters. The var for this package has talked to oracle, and they say that it can't be done. I can't bring myself to believe this, although I have no experience with the oracle product. Could someone enlighten me on this? Thanks.
