Powersoft is located in Burlington, Massachusetts. Their telephone number is 617-229-2200. I don't know if they have a UK subsidiary or marketing relationship with anyone (but I'm sure they'd love to sell you their product anyway).

We've used PowerBuilder quite a bit here and found it to be a very good product.
