 I don't know if this is the product you're looking for, but in an _old_ (1991) Sun Catalyst book (list of 3rd party software suppliers), there's a product called "Power Build" listed.

"Power Build is an application program generator designed for a range of uses from simple reports and enquiries developed by computer users with little knowledge of computers to full application development. Power Build provides a 'high level language' oriented to the requirements of the nontechnical computer user.' ... etc
