You can use the Q+E that comes with Excel by opening a DDE channel and executing Q+E commands over the link. This is fairly well documented in the manuals that come with Excel.
That particular version of Q+E is NOT, however, the same as the currently-available "retail version" -- it is based on an earlier version of Q+E for which Microsoft obtained a source license and distribution rights. It is buggy and suited only for relatively simple applications (as I found out in implementing a major project).
If you have a large project, you might want to contact Pioneer Software (the originators of Q+E) and look into either the "retail version" or another related produce called Q+E Database Library which gives much more functionality.
There is no (practical) way you can access SQL*Net directly from Excel. If you don't like Pioneer's packages, there are others available now and ORACLE Glue should be out Real Soon Now.
