No there is no Oracle server for DOS - Oracle requires at least a multitasking operating system (and realistically more than 640K of memory and more than a 16-bit data bus).

You can run Oracle in a single user mode on a DOS machine. As such you can use C with embedded SQL and there is a windows version of the Forms tool.

There are of course many databases available, although I doubt many people use a DOS machine for there server.
