When to Cluster tables

The site I'm working at is currently building an application where some tables appear to candidates for clustering. However the DBA guide is not clear on when a cluster is a good idea and when it is not. The application has two master/detail sets. With one there will be a maximum of 32 details to each master. The second will have 15 details at most with the average being something like 4. For both, the number of masters will not exceed a few thousand. Normally master and detail will be accessed with joins.

My questions are
1. Should we use clusters?
2. Can anyone offer more advice than the DBA guide on when to use clusters?
