Parameter Passing/Generic Reporting System

Two Questions:

1. Has anyone ever figured a way to pass more than 9 parameters to a DCL Com file that is running a SQL*PLUS command?
2. Anyone out there ever created a Generic Menu Reporting System. With:
   • Report names in a table.
   • Printer Ques in a table.
   • Parameter passing/LOV info some how table driven.

My co-worker is trying to creat a table driven reporting system. Any help would / ideas would be appreciated.
