Platforms for Oracle development

We are looking for a low cost Unix platform for Oracle database development (not production). We are considering the HP 9000-705 and the IBM RS 6000/320H with 16MB of memory and 400MB of disk (and adding an external third party SCSI disk). Does anyone have experience running Oracle on either of these platforms? Are they appropriate platforms for Oracle development?
