Try ORACLE_PATH. For example:

setenv ORALCE_PATH "~me/forms:~you/forms:/usr/local/bin/forms"

The above will cause Forms to first look in ~me/forms and the ~you/forms and finally /usr/local/bin/forms.

This works for Runform. I don't know if it will work for Reportwriter.
