How can I use the SQL*FORM 3.0 without the PL/SQL?

I am using the SQL*FORM 3.0 but unfortunately we don't have PL/SQL; hence the tigger function in our form does not work. I wonder if there is another alternative to replace PL/SQL command by the other, say pro*C.
