SQL*Menu odd behavior

I am running Oracle on a NeXTcube (bsd4.3) and SQL*Menu v5. I am experiencing the following odd behavior when using the runmenu command:
IF the user executing the runmenu command is the creator of the menu, everything is fine, menu selections work as defined...
IF the user executing the runmenu command is not the creator of the specified menu, menu selections execute offset menu commands.
Anyone experienced this behavior before and or know where I may have something set wrong?
