Linking IAP23 in 5.1.22 under vms 5.5 (no flames please)

Some of our customers have elected to remain at 5.1.22. Meanwhile, they have upgraded to VMS 5.5! As we might have predicted, IAP.EXE will not link. It complains about missing external symbols, but all of the required libraries are present. We increased the SGASZ value to %X100000 to no joy.
Anyone still in 5.1-land who can venture a guess? Perhaps a friend at Oracle?
