(Wintools?) It is a convenient way to perform a quick conversion, just to get your forms to the right platform. But you'll have to check and add a lot of functionality, or rebuild the most used forms to modern standards. Also, there is a lot of depricated stuff in the pl/sql version of Forms 5.0, and if you're lucky (no, not really) you will inherit even forms2.0 style triggers.

There used to be conversion tools on the market (like Kumaran, check Google) but they were never very successful. Usually you'd end up with a "tool" that was in fact a programmer in India. In the Netherlands, UCC used to perform conversions with this tool, and later Redwood and now ItEye (which is a part of Redwood I suppose).
