The error message directs you to the file opmn.xml, which is from the
top of my head located in %ORACLE_HOME%\opmn. It also specifies which
attribute defines the RMIS port.
Find that line and the port number and try to telnet into the port by
running
telnet <hostname> <your portnumber> in a DOS box.
If that doesn't succeed the port isn't open, or is used by something
else.
Run netstat -a in a DOS box to check out where the port is being used.
