problems with installation Designer

I have Oracle 9.0i, all is ok witch him.
I want install Oracle Designer 9.x.x version but I have funy , error message that Java Virtual Machine Launcher. Could not find the main class, program will exit. I know - it is problem with library for java.
Can somebody write me which file I need find and when copy?
Maybe my idea is bed?
