Discoverer EUL Problem

I am trying to access admin option of discoverer and it gives me error
saying that " You do not have access to eul tables", Now i am able to
open the discoverer reports through user edition but i cannot login to
administration option.


What kind of privilages/grants i need in order to access the
administration edition of discoverer.
