OEM did not start scheduling

In my environment, I am using Oracle OWB version 9 to do ETL, after massaging the data, it would be dumped into Oracle 9i db. The issue is that the Oracle OEM that is supposed to trigger the scheduling, did not start the job.
However, manual jobs work fine. Only that when thru OEM scheduling, nothing happens. The backend job did not trigger, it is as if nothing happens. I had rechecked with the developer, previously everything runs ok.
Any ideas?
