128 M for any version of Oracle is a joke. If you have a plain vanilla 10g install your SGA will be something like 1G. Your system should be paging like hell now. And yes, that will affect all applications. Forms 9i doesn't work anymore without a browser. Client/server and character-based has been pronounced dead by Larry.
