For what purpose? Did you check the stuff that comes with Oracle? Like SQL*Plus (...) and Enterprise Manager (OEM).

My 2 c: both products are aimed at multiple vendors, OEM is Oracle only. Quest does not always have support for the latest versions/options, and does have a history of old-school performance measurements. (e.g. apply pre-7.3 rules on 8i and later). Know CA only briefly from a Sybase/Oracle conversion, and did not like the GUI at all. Cannot comment on functionality of CA.

I would look at Oracles stuff first - it comes with the package, and you already paid for it.
