No. It is fully multi-user. The limits are
- One instance per machine (hard coded SID)
- 1GB SGA+PGA max
- No parallel DxL
- 4GB total in all permanent user tablespaces
That last has a buffer to take into account the propeer useage of SYSTEM & SYSAUX.
