It is impossible to say much more for you, I am afraid.

I have never dealt with Oracle on VMS (just other VMS things). Anyway, my VMS knowledge is out of date (though your systems are pretty old, so that is not as big a deal as it could be). I am not looking at your system, so it is very hard to guess at anything else.

If I did guess, I would wonder if the original install defined things that were not then put into the system startup. I know of some VMS systems that have run for years without reboots, so if an admin isn't careful then all sorts of startup setups can slip through the cracks between reboots.

Are you using the correct account to run the product? Perhaps you are using an admin account that is only setup for a few admin tasks. Perhaps only certain end users were configured to run the forms front front end.
