HTMLDB - Missing "Manage Users" link in Workspace Administration

Hello,
I loged in to the HTML DB, and tried to create new users, but the
"Manage Users" link on Workspace Administration list at the right hand
side is missing.
Is this somehow connected to user role that I have?
What is the minimum level of user role that I need in order to see
"Manage Users" link?
