Hi Sybrand,
actually the order for 9.2 is a little bit different
(http://download-west.oracle.com/docs/cd/B10501_01/network.920/a96580/config_c.htm#484186):
location in TNS_ADMIN is checked before %ORACLE_HOME%\network\admin (for windows).
I suggest the OP to look if in its case is viable to modify TNS_ADMIN for the different applications he is using (environment or regedit).
