Here is the answer I got from Oracle support:

Hi,

I was able to reproduce the issue. However, this has been filed as bug:763407 - PDF OUTPUT DISPLAYS LINES EVEN THOUGH BORDERS ARE DESELECTED that has been closed as not feasible . The workaround mentioned is to use a line.
