As far as I understand EBS release numbers (and I gave up
after 11i02), you are comparing Release 11i (patchlevel 10)
with Release 11i (patchlevel 9).
I can only guarantee there will be bugs in either release,
but there should be less in 10 than in 9.
I'd go for 10, and by the time you're done, you will have
11i13 :)
