Do you have a DBA or someone on site that can guide you?

You really do need to find a mentor or take a class as your questions, repeatedly, are about basics.

There is never a listener.ora file on a client and the information [Quoted] in tnsnames.ora gets there one of two ways. Either you use the Oracle assistant to create it or you type it in yourself.

Timed out? Can you even ping and tnsping the server from the workstation?
