Under 9i, at least, they are part of the RDBMS (server) install. I'm not sure what is in "Forms/Reports Services", but all oidctl and oidmon do is manage the server processes that access a database containing OID schema and provide OID (LDAP) service.

So, without setting up a complete OID installation, including database, these utilities won't do you much good even if you do find them.
