contractor (big corporations and small players, even sologig freelancers alike)

on a scale of 1 to 10, as objective as it may be, a centralized credited RATING system is the base of fuctional contract bidding.

The credential and brand name of the players +
the price and service realm and time line commitment... = PROPOSAL some primitive idea
